A Mini-PC is usually a physically small computer for industrial applications, not for desktop usage. Typical installations are digital signage systems on public transportations, as control units for industrial processes or in field data collection solution. These computers often has an extended working temperature range and more types of communication ports/interfaces than the traditional USB and serial ports on a common desktop PC.
